This ERP guidance promotes the use of the Incident Command System (ICS) in order to coordinate efforts by local, state, tribal, federal, and responsible parties. The ICS is a flexible system in which the magnitude and complexity of an emergency dictates the size and organization of the command structure. The ICS provides a consistent, systematic means of organizing agencies and responders into one concerted effort, enabling the objectives of each agency or organization to be met. Additional information regarding the ICS is included in Section 2.9, “Emergency Response Organization and Management.”
